Today, the Prime Minister, Mark Carney, met with the Prime Minister of Norway, Jonas Gahr Støre, during his visit to Ottawa, Ontario.
Prime Minister Carney and Prime Minister Støre reaffirmed the importance of the Canada-Norway partnership in an increasingly dangerous and divided world. During the visit, they issued a joint statement outlining shared priorities to deepen this partnership in key areas, including Arctic security and defence, space, critical minerals, emerging technologies, climate and oceans, and support for Ukraine.
To that end, the prime ministers announced their intention to advance an enhanced Defence Cooperation Agreement in the new year, building on Canada’s selection of TKMS’ 212CD submarine – jointly developed by Norway and Germany – as a preferred supplier for its next fleet of submarines.
As Canada and Norway continue to work together to deepen Arctic cooperation and enhance security, the leaders welcomed the signing of a new Memorandum of Understanding (MOU) between Polar Knowledge Canada and the Norwegian Polar Institute to strengthen collaboration on Arctic and Antarctic science and research.
During their meeting, the leaders also welcomed the signing of a new MOU between the Canadian Space Agency and the Norwegian Space Agency to deepen cooperation on space-based and dual-use capabilities. Canada and Norway’s enhanced cooperation in the space and defence sectors is exemplified through growing business-to-business ties, including two new agreements between Norway’s Kongsberg and Canada’s MDA Space and Telesat.
The leaders welcomed a new agreement signed by the Geological Survey of Canada and the Geological Survey of Norway, which will facilitate joint critical minerals mapping and the exchange of geoscientific expertise – supporting more secure and resilient supply chains.
Building on the Joint Statement on Sovereign Technology and Artificial Intelligence (AI) Cooperation issued in March 2026, Canada and Norway agreed to deepen cooperation on digital sovereignty and AI, including the responsible development and adoption of AI and its application in the public sector.
The prime ministers also reaffirmed their commitment to a just and lasting peace in Ukraine, backed by robust security guarantees. To support Ukraine, the Canadian Commercial Corporation and the Norwegian Defence Materiel Agency signed a Letter of Intent to establish a government-to-government framework for the procurement of military assets.
Prime Minister Carney and Prime Minister Støre agreed to remain in close contact.
