Bill 3176/26 amends theLegal Framework for Early Childhoodto include new guidelines for protecting children and to establish the National Indicator of Early Childhood Development (INDI)
The proposal is authored by thespecial commissionthat analyzedProposal of Amendment to the Constitution (PEC) 34/24(prioritizing early childhood in the Constitution) and was chaired by Deputy Osmar Terra (PL-RS).
According to the text, the adoption of measures to avoid exposure, not only early, but also excessive, to commercial communication becomes a priority area for public policies for early childhood. It also establishes the protection against inappropriate content and technologies for child development as a priority of these actions.
Indicator
The proposal also adds an article to the Legal Framework for Early Childhood to create the INDI. This indicator will have the purpose of continuously, integrated and intersectoral monitoring the effectiveness of policies aimed at the integral development of the child.
The indicator will be periodically prepared and disseminated by the Federal Executive Power. The production of the data will use information from the areas of health, education, social assistance, culture, environment and human rights, among others, to compose a comprehensive overview of childhood in the country.
Procedure
The proposal will be reviewed by the committees for Social Security, Social Assistance, Childhood, Adolescence and Family; and for Constitution and Justice and for Citizenship. Subsequently, it should be voted on by the Plenary.
To become law, the text must be approved by the Chamber of Deputies and the Federal Senate.
