An analysis report of the cloud associated with the lawyer Willer Tomaz de Souza's cell phone, produced by the Federal Police (PF), reveals that Foggo Entertainment Ltda, the company responsible for operating the Blaze betting platform in Brazil, used the same commercial address that had previously been registered by companies linked to Willer Tomaz and his former partners. Tomaz had been in the headlines across the country in August due to his lawsuit against Blaze, attempting to recover R$ 163 million that he allegedly bet on the platform, which had drawn the attention of the PF and the Ministry of Finance due to suspicions of money laundering.

The property located at Alameda Prudente de Moraes, nº 86, in the Mercês neighborhood in Curitiba, is listed in the cadastral records of Foggo Entertainment — CNPJ that received million-dollar transfers sent by Willer — and had previously been the headquarters of RioPag S/A, a payment processing company for bets from Loterj, as well as other companies linked to a former partner of Willer.

The analysis of Willer Tomaz's iCloud device was possible thanks to the authorization of the Justice to break confidentiality after a search and seizure operation against the lawyer and businessman within the scope of theSem Desconto operation, which investigates fraud in the INSSThe PF's investigation points out that the lawyer made several fractional and systematic bank transfers of R$ 100,000 to the Foggo Entertainment account. By tracing the corporate and operational structure of the betting company, investigators identified the overlap of addresses between the Blaze operator and Riopag S.A.

For investigators, the coincidence of addresses "reduces the force of a purely casual reading and justifies deepening the investigation into any potential corporate, commercial, or operational links between the defendant, former partners, and the entity responsible for the betting activity."

One of the PF's suspicions is that the betting platform was not only used for recreational betting, but also as a means of intensive circulation, dispersion of funds, and eventual return of capital. Analysis of Willer Tomaz's statements revealed daily transactions on the platform that reached up to R$ 35 million on specific days, accumulating accounting records of losses of up to R$ 40.83 million between June and October 2025.

With the cross-referencing of the address in Curitiba and the identification of withdrawals at casinos abroad, authorities are seeking to determine whether the losses recorded in the betting account were effective or whether they returned to the group's assets through interposed corporate structures.

Money circulating in multiple stages/companies

Until now, the "friend lawyer"Flávio Bolsonaro (PL) has denied being a partner or shareholder in several companies, including those linked to the bets operation that operated legally in the state of Rio de Janeiro until the first week of October. However, an email extracted from the iCloud of the businessman's cell phone, sent by Willer Tomaz himself to the Magnum Bank, indicates, according to the PF, "control or actual link" of Tomaz over a long list of businesses, including RioPag S/A, which operates the lottery prize payment system of Loterj since 2023.

In the aforementioned message, Willer "declares being a partner or shareholder" in a list of companies, including Rio Pag S/A and Embrasis. "Including those in which his name does not formally appear in the company's register," writes the PF.

Materials obtained byAgência PúblicaAnd the PF report helps to outline the structure between the companies linked to RioPag until reaching Tomaz, an arrangement involving companies currently registered in the Federal District and Rio de Janeiro.

Certificates issued by the Commercial Associations of the Federal District and Rio de Janeiro show that RioPag has a single shareholder, a company currently called Capital Pretium S/A (formerly Pixs Holding SA). In turn, Capital Pretium also has only one partner, the Brazilian Computing Systems Company (Embrasis S/A). Until October 6, 2026, when there was a change in the board of directors and the company's social statute, the two sole shareholders of Embrasis S/A were Willer Tomaz (82.5%) and his sister, Christine Tomaz de Souza (17.5%).

Officially, the lawyer friend of Flávio Bolsonaro did not exercise any management or direction in any of them. The PF was able to estimate the financial flow between the network of companies until the money reached Willer Tomaz. According to the investigation, RioPag transferred approximately 15% of its resources to the current Capital Pretium. Pretium transferred approximately 90% to Embrasis, while Embrasis, of the brothers Christine and Willer Tomaz, made the "almost complete" transfer, according to the PF, of its financial volumes.

According to monthly reports presented by RioPag to the government of Rio de Janeiro obtained byPublicBetween March 2024 (when it took control of the operation) and August 2026, RioPag recorded over R$ 185 million in revenue. The amount referred to services such as the payment of lottery product prizes, scratch tickets, and sports betting (bets). The PF also identified that Willer had received at least R$ 67.7 million from Embrasis over 2024, according to the reproduced individual income tax declaration in the operation report.

For SPA, Blaze did not meet the requirements to combat money laundering

Willer Tomaz de Souza was the person with the "largest total volume of deposits" in bets in the country in 2025, according to a technical note signed on October 1, 2026 by the Undersecretary of Monitoring and Supervision of the Secretaria de Prêmios e Apostas (SPA) of the Ministry of Finance. Nevertheless, WTS, as mentioned in the document, was classified by Blaze as a "medium" risk customer instead of a "critical" risk customer. This example is used to illustrate a series of "indications of administrative violations" by the bet – including "lack of selection and analysis of suspicious money laundering operations".

"A quick search of open internet sources shows that the client was previously detained under suspicion of corruption," the department states, alleging that Willer Tomaz should have been assessed as a "critical" high-risk client to warrant "important special measures," such as "communications to the Coaf," regarding the lawyer's transactions.

According to the technical note, Flávio Bolsonaro's "friend placed approximately R$ 5 billion in bets during the period, and accumulated almost R$ 200 million in withdrawals solely in Blaze that year. For SPA, such amounts "should have at least undergone selection and analysis, even if the analysis concluded that there were no indications" of money laundering.

For Fazenda, "transactions by the same client [Willer] also draw attention" due to the volume of money moved, the frequency of transactions, and the multiplicity of simultaneous transactions. According to the technical note signed by Undersecretary Carlos Renato Xavier de Resende, the transactions could be classified as prohibited practices under the legislation that regulates betting activities in the country – such as "possible use of an automated tool" and "deposits or withdrawals within a short period of time, suggesting fractionation or concealment."

There were several instances where multiple deposits or withdrawals occurred within a very short timeframe, for example, on the same day (10/30/2025), five deposits of R$ 500,000 were made at the same time in the morning, another five of the same value at the same time in the afternoon, and another four of the same value at the same time in the evening, totaling R$ 7 million in deposits on a single day," according to SPA. The department also points out that the next day, there were "twelve withdrawals of R$ 500,000 made in 18 minutes,"

The technical note also highlights that Blaze "failed to demonstrate a proper evaluation of the economic profile of this client [Willer Tomaz]" and that "the observation of his transaction history (particularly the numerous deposits and withdrawals in very short periods, as previously described) raises the possibility – subject to analysis, of course – of structured operations (those in which financial transactions are divided into several smaller parts, in order not to trigger alerts and/or attract the attention of those responsible for monitoring, supervision, or criminal prosecution)".

To support their arguments, SPA states that Blaze informed Coaf of only seven suspicious operations on the platform in 2025 and nine others in 2026, and none of them involved amounts above R$ 15,000.

"It is noteworthy that a company identifies, selects, analyzes, and reports atypical activity in transactions of comparatively insignificant values to Coaf, while the activity of a client who made 629 individual bets of equal or greater value than R$ 500,000 (each) over a year (four of which were R$ 1 million, and 394 of exactly R$ 500,000) – the client about whom we have previously discussed – has not been the subject of analysis by the same company," according to the Fazenda's technical note.

Sought byPublic, the press office of Willer Tomaz informs that “all the points raised repeat information already disclosed and repeatedly clarified in the last few weeks”: “Reheating them on the eve of the second round, based on confidential data leaked, clearly aims to interfere in the electoral process. The lawyer Willer Tomaz has not committed any irregularity. He has never shared a bank account with Senator Flávio Bolsonaro, a topic that has already motivated a defamation complaint; the trips were invitations between families, without any compensation; and the personal matters are under judicial review.”

Asked, the operator of Blaze in Brazil, Foggo Entertainment, has not yet responded to the questions fromPublic.Previously this month, byUOL, the company stated that it had never had a corporate relationship with Willer Tomaz, Edson Antônio Lenzi Filho, or companies affiliated with them, and that none of them had any direct or indirect participation in the capital or control of the company. This space will be updated as soon as an official statement on the matter is made to the report.

Flávio Bolsonaro and the holding account

Still within the scope of Operation Sem Desconto, the PF mapped a network of operational, financial, and personal relationships between the presidential candidate Flávio Bolsonaro (PL) and the lawyer Willer Tomaz. The notes presented in the report range from the inclusion of the senator as a user with full powers in a corporate bank account to the financing of family trips on private aircraft by an offshore linked to sports betting businesses.

According to the report, Flávio Bolsonaro was registered with a master user profile on the Alcazar Holding account held at Banco Santander. This allowed the management of the account until May 22, 2025, when a secretary from Willer Tomaz's office sent an email to the financial institution expressly requesting the removal of the parliamentarian's and the lawyer's access.

Alcazar Holding also held 33.33% of the social capital of Fraction 024 Administração de Bem Próprio S.A., a company that owned a Legacy 650 executive jet. Fraction gained public attention for having been used as a payer in asset transfer operations linked to investigations into Banco Master and the Viking Participações group, both of Daniel Vorcaro.

The files examined by the PF also reveal a history of international travel undertaken jointly by members of the families of Willer Tomaz and Flávio Bolsonaro. Flight reports on private jets to destinations such as Cascais (Portugal) and Nice (France) indicate that the purchase of tickets and transportation logistics were facilitated by Cathedral Holding.

According to the PF, Cathedral Holding was not only active in the financial or personal expense sphere of the group, but also appeared in the organizational chart of Willer Tomaz's group as a partner of Rede Loto Ltda – the first operator to obtain accreditation from the Loteria do Estado do Rio de Janeiro (Loterj) to operate sports betting in the state through the domain BestBet.

Secret conversations and cleaning in the Google sphere

The PF report based on the iCloud of Willer Tomaz's cell phone also indicates that Flávio Bolsonaro was one of the favored contacts by the lawyer in the Confide application. The platform is an application that offers short-lived private messaging, which disappear after a short time, without apparent history on the device.

The experts also identified spreadsheets and payment receipts made by Willer Tomaz to service providers responsible for removing news articles and unindexing links from the Google search engine. The idea was to try to control what the platform presented in the results to the public searching for the names of Willer Tomaz or his friend Flávio Bolsonaro, avoiding negative or unwanted content for the businessman.

Among the content that should be removed was a report addressing Flávio Bolsonaro's political activities regarding the gambling law project and his presence in meetings with casino operators in Las Vegas.

ThePublicsought Flávio Bolsonaro's team, which has not responded to the questions to date. In case of response, this space will be updated.
