Following the action of the Public Ministry of Ceará, through the 77th Public Prosecutor's Office in Fortaleza, the City Hall presented an action plan to increase the capacity of reception units for children and adolescents in the capital. The measures include the creation of more spaces for infants, the opening of a tender for the expansion of the network, the reorganization of the existing structure, and the strengthening of partnerships with civil society organizations.
The plan was developed after the Public Ministry found that the municipal network for the reception of children and adolescents presents overcrowding and increasing demand. In this regard, the Public Prosecutor's Office has been monitoring the situation and demanding measures from the public authorities to ensure the comprehensive protection of those in care.
The document presented includes the offer of 30 new places in accredited civil society organizations for institutional reception, with priority given to infants from the "Entrega Legal" program who remain in hospital units after receiving medical discharge. The goal is to ensure that these children are discharged from the hospital within four weeks of implementing the measure.
The actions are divided into three axes: emergency expansion of reception capacity; expansion of programs that strengthen family and community coexistence, such as "Família Acolhedora" and "Guarda Subsidiada"; as well as strengthening governance and monitoring of public policy through the integrated action of the protection network. The proposal also seeks to accelerate family reunification, guardianship, parental deprivation, and adoption processes.
The plan was presented at a meeting held on September 8th and was developed by the Municipal Secretariat of Human Rights and Social Development of Fortaleza (SDHDS), the Fundação da Criança e da Família Cidadã (FUNCI), and the Coordenadoria Especial da Primeira Infância (CESPI). The Public Ministry of Ceará will analyze the proposed measures and monitor the implementation of the actions, overseeing the achievement of targets and the effective expansion of the network's capacity.
