Faculty members at the University of Brasília (UnB) approved, at a meeting on Wednesday, July 7th, the proposal from the Ministry of Public Service Innovation and Management (MGI)Regarding the Price Reference Unit (URP)The agreement provides for 60% of the URP to be included in salary increases starting in April 2026.
The measure also stipulates the payment of the installment to teachers who joined UnB until March 31, 2026, with retroactive values to the date of admission. It was also determined that the progressions granted up to this date will not be affected, and the amounts already deducted will be refunded.
Promotions implemented by March 31, 2027, will also be protected from absorption, without prejudice to the refund of discounted amounts from previous months. The agreement also establishes a partnership between MGI and the General Advocacy of the Union (AGU) to act before the Court of Accounts of the Union (TCU) with the aim of stopping the improper discounts of the URP for retired teachers.
In addition to the agreement,The category approved the end of the strike indication and the permanent assembly status.The Association of Faculty at UnB (Adunb) also announced that it will develop a compensatory policy agenda to be presented to the university's rectors and the federal government, along with faculty members who joined UnB from April 2026 onwards and are not receiving the URP.
Now, the proposal will be taken to the Federal Supreme Court (STF), where the case for the category has been studied for 20 years.
The approved proposal covers all UnB professors who receive the URP and includes 68 retired individuals with judicial decisions mandating deductions from the slice, 163 faculty members who currently do not receive the remunerative slice; and between 633 and 734 professors and instructors who can advance in their careers by March 31, 2027.
At the meeting, the assembly considered the proposal presented by MGI as "insufficient," but opted to accept it as they assessed that theThe current political landscape, marked by the advance of the far-right in the first round of the elections.It could pose risks to what the class has already achieved so far.
The decision regarding the URP was taken by majority vote at the assembly, this legitimate space for deliberation. It is an important moment as it is a historical struggle for the category. Now, the Adunb board will proceed with the necessary procedures to ensure the full implementation of the agreement. We will also maintain dialogue with the UnB Rectorate to ensure promotions are made within the stipulated timeframe," stated Maria Luiza Pereira, president of the association.
Understand what URP is.
The Price Reference Unit (URP) is a component paid alongside the salaries of UnB servers after a salary adjustment granted in the 1980s. Since then, the payment of this benefit has been the subject of a legal dispute that has lasted for 20 years.
The negotiation process regarding URP has been dragging on since September 2025, when teachers created a specific table to discuss the developments related to the value. The official opening of the talks occurred only in June of this year, after months of attempts to reach an agreement with government agencies.
Since the first negotiation round on June 18th, educators have brought four demands to the table: including teachers who still do not receive URP, with retroactive payment; reviewing the discounts applied to retirees; discussing the percentage of absorption of the slice; and ensuring that this absorption does not impact promotions, progressions, and other permanent additions to the career.
In April, university teachers even conducted two strikes and demonstrations after rejecting a proposal from MGI that required UnB to absorb a portion of salary adjustments over URP.
