In its latest mission of 2026 to assess the impacts of implemented solutions within the scope of the Ceará State Judiciary Modernization Program (Promojud), the Inter-American Development Bank (IDB) highlighted the "excellent work" and "professionalism" of the Ceará State Court of Justice (TJCE) in executing the resources, with deliveries that expand the productivity of the Ceará State Judiciary and provide more efficient and humanized service to society.
The evaluation took place this Monday morning (September 21st), during the first of two days of the Bank's Supervision Mission, which includes reviewing and finalizing the work, discussing the sustainability of the program, and closing the financial aspects of the initiative.
During this morning, the Judiciary team involved in the Promojud projects presented the main initiatives provided by the program across its various axes, such as the delivery of more than 100 robots (88 judicial), the expansion of Judicial Service Centers (CAJ) and Digital Inclusion Points (PID), and the hiring of a consultancy that enabled the implementation of 18 humanized service protocols.
The expansion of the Electronic Judicial Process and a new Technology Solution for Integrated Case Law Search were also highlighted, measures that contribute to a faster process.
Another theme that received attention was gender equity in judicial services. In this area, reforms to the "Protection in Measure" system were made possible with resources from Promojud, as well as the installation of 10 Domestic and Family Violence Combat Centers (Nucevid) and the implementation of the Domestic Violence Monitoring Panel.
Furthermore, among the ongoing projects are the expansion of the Nucevids (Crateús and Jaguaribe) and the implementation of a PID (Psychological Intervention Program) in Jericoacoara, with special services for women victims of domestic violence.
The head of the mission and principal specialist in State Modernization at the Bank, Mariano Lafuente, explains that after the completion of this year, there will be a final meeting, but that the results already presented show targets being achieved and satisfactory outcomes. "We see indicators of reduced process times, increased citizen satisfaction, increased productivity of judges, a greater number of judges and staff with digital certification, and a reduction in the cost per completed process. This shows that there is progress in the effectiveness of the Ceará State Court in this project."
The Secretary of Institutional Governance, Rafaella Lopes Ferreira, assessed that the results are "extremely successful, and what we can confirm from the beginning of the mission is that Promojud has gone far beyond what was initially envisioned. Beyond the transformation itself of our court, which has led us to become one of the courts that is a national reference in digital transformation, our way of working has also changed."
What is PROMOJUD?
The program, which is part of the TJCE's Digital Transformation Strategy, includes a series of investments aimed at promoting a structural change in the Ceará State Judiciary, with a focus on technological development, strengthening governance, and improving services provided to the public.
The total investment is US$ 35 million, with US$ 28 million from the BID and seven million as a counter-contribution from the Court. This credit operation, unprecedented in the context of the Judiciary, is a partnership between the TJCE and the State Executive Power, and was approved by the Senate and the Federal Government.
The program began to be implemented in 2022, with a projected completion date of 2026, following the successful implementation of a series of initiatives that provide a more efficient and accessible justice system for those in need on a daily basis.
