Distribution of resources
The housing budget provides for the following allocation:
- R$ 125.5 billion: financing for low-income families;
- R$ 15 billion: resources for the middle class in Minha Casa, Minha Vida;
- R$ 13 billion: subsidies for low-income families;
- R$ 4 billion: pro-Cotista line for housing financing.
How to integrate housing financing policies, the values allocated to subsidies and the pro-Cotista line should not be automatically added to the first two categories, as there may be overlaps in the composition of the resources.
Total budget
In addition to housing, the Curators Council approved a total budget of R$ 169 billion for 2027, allocated to public policies in different areas. According to the Ministry of Labor, the distribution will be as follows:
- Housing: R$ 144.5 billion;
- Basic sanitation: R$ 8 billion;
- Urban infrastructure: R$ 8 billion;
- Health: R$ 8.5 billion.
The committee also approved the multi-year budgets for housing between 2028 and 2030. For this period, the forecast is to maintain R$ 125.5 billion per year for low-income families. The resources for the middle class in the "Minha Casa, Minha Vida" program will fall to R$ 10 billion annually starting in 2028.
The total budget for the FGTS for public policies should decrease to R$ 163.7 billion per year by 2030.
Birthday withdrawal
In the same meeting,the board extended until March 31st the transition rule that allows workers to use up to five future birthday withdrawals from the FGTS as collateral in credit operations.
The change is related to the resolution published in October 2025, which provides for a reduction to three future withdrawals that can be linked to loans starting on November 1, 2026. The norm also establishes limits for the amounts ceded:
- Minimum value: R$ 100 per year;
- Maximum value: R$ 500 per year;
- Future limit: three annual birthday withdrawals, according to the schedule of the rule.
According to the Ministry of Labor, the change may affect 12.2 million workers. Of this total, 92% receive up to four minimum wages.
Volume processed
Since the creation of the birthday withdrawal, the modality has generated R$ 242.5 billion, according to the ministry. Of this amount, R$ 94.2 billion were received directly by workers, while R$ 148.3 billion were allocated to financial institutions to pay off loans guaranteed by FGTS funds.
The ministry attributes the expected reduction in budgets for the next years to factors such as special withdrawal authorizations, including remaining balances in accounts linked to dismissed workers who subscribed to the birthday withdrawal, and loans allocated to the health sector.
FGTS funds allocated to government programs are separate from individual worker accounts and originate, according to the information released, from the fund's annual profit.
