In an interview on Thursday (29th), the Minister of Entrepreneurship, Micro and Small Business, highlights actions such as the gradual expansion of the MEI ceiling from R$ 81,000 to R$ 140,000.
Minister of Entrepreneurship, Microenterprise, and Small Business (MEMP), Paulo Pereira, is the guest of "Good Morning, Minister" this Thursday (October 29th), starting at 8 am. In interviews with radio stations and news portals across the country, he will detail the measures of the Prospera MEI program, a package that includes actions to reduce debt, facilitate access to resources, and stimulate the growth of small businesses.
DEBT FORGIVENESS WITH THE UNION —Sanctioned by President Luiz Inácio Lula da Silva on October 21st, Complementary Law No. 238 provides for the full remission of federal tax debts for MEIs registered or unregistered in the Union's Active Debt until October 13, 2026. The measure comes into effect on January 1, 2027, and may benefit more than 3.6 million entrepreneurs, with the forgiveness of more than R$ 18.7 billion in debts. To maintain the benefit, it will be necessary to pay on time the monthly installments of the Documento de Arrecadação do Simples Nacional (DAS) during the six months following the entry into force of the law.
INCREASE IN REVENUE LIMIT —The project also increases the annual revenue ceiling for MEI from the current R$ 81,000 to R$ 110,000 in 2027 and R$ 140,000 in 2028, as well as allowing the hiring of up to two employees, instead of one. The revenue ceiling has not been updated since 2018. With this change, the microentrepreneur will be able to increase their income without having to leave the simplified regime too early, while maintaining the monthly DAS payment.
MORE OPPORTUNITIES IN PUBLIC PROCURES —The proposal broadens the opportunities for small businesses to be hired by the public sector. The value of exclusive auctions for micro-enterprises and small businesses increases from R$ 80,000 to R$ 130,984.20.
In Contrata+Brasil, the digital platform that connects the public administration of the entire country to the direct hiring of registered service providers as MEI, the limit per service increases from R$ 13,098.41 to R$ 32,746.06.
DESENROLA 3.0 —The Prospera MEI also includes the renegotiation of banking debts for individual micro-entrepreneurs through Desenrola 3.0. The initiative provides a minimum discount of 90% on the purchase of credit portfolios from financial institutions and aims to facilitate the renegotiation of private debts, contributing to reducing indebtedness and expanding access to credit.
PIXMEI —Another action integrated into Prospera MEI is PIXMEI, which provides non-refundable support of up to R$ 5,000 for investments in small businesses. The funds can be used to strengthen economic activity and increase the productivity of micro-entrepreneurs. Unlike conventional banking credit lines, the support does not require the repayment of money or the payment of interest. The initiative will have a limit of up to 1 million beneficiaries between 2027 and 2030.
SIMPLIFICATION—The minister will also address the exemption of issuing invoices for MEIs in sales to individuals. Micro-entrepreneurs will, in turn, be exempt from issuing invoices and registering with a CNPJ, in accordance with the applicable rules for the category.
