It is not a coincidence that just recently, more than 30 mayors and former mayors were arrested or convicted for corruption. What the TCE-SC is doing is recommending and guiding the creation of municipal ombudsman offices with defined competencies in law, a minimum functioning structure, and the possibility of implementation through public consortia, especially in small municipalities.
